2021 USA Cycling Masters Track Nationals - Communique 1

GENERAL:

  • All events will be run according to current USA Cycling rules and regulations, published event formats and eligibility rules, and information in the communiqués.
  • All riders, managers, coaches, mechanics, and other infield pass holders are under the supervision of the officials, and conduct is following USA Cycling regulations. Inappropriate conduct may result in removal from the infield or the facility.
  • Road bikes are never allowed on the apron or track surfaces.
  • Riders may not wear headphones connected to radios, music players, cell phones, etc., while riding on the track.
  • Helmets, in good condition, conforming with USA Cycling Policy I: Helmets must be worn at all times while on the bike, including warm-up and warm-down.
  • No equipment may be left on the apron.
  • The pit is located on the back straight.
  • In mass start events, riders shall enter the track from the home straight and exit the track from the back straight.

BIB NUMBERS:

Numbers may not be trimmed or folded. Riders presenting themselves at the line without the proper numbers, trimmed or folded, may have their start refused. The following numbers are required to be worn in the various disciplines:

  • Pursuit and Timed Disciplines: 1 number in the center of the back or two hip numbers
  • All other events, including the 200m qualifying for sprints: 2 hip numbers.

For races where two numbers are required, please place them so that one number is on the left side positioned horizontally for the photo finish and the other number positioned horizontally for the announcer and spectators.

REMINDER: Bib numbers must be placed in a readable manner. If numbers cannot be properly read, the rider may not be placed correctly. See the following examples of improperly placed numbers:


WARM-UP SESSIONS:

Riders with significant age, speed, and ability differences will be on the track at the same time. The safety of our riders is our number one priority. Velodrome staff reserves the right to modify the composition of training groups and warm-up times for safety reasons. Published warm-up times in the schedule are for the riders in the session immediately following. Open track training may be available between sessions.

SCHEDULE:

  • Registration/Packet pick-up is open daily until noon each day. Riders and teams must register at least one day in advance for each event they wish to add.
  • Any changes to the race schedule will be published as soon as possible and may include the cancellation of heats or rounds if none are needed. Distances for heats are those published in the schedule.
  • Rider heats will be published and announced. Riders may not delay competition (untimely reporting, not reporting as scheduled, or taking too much time to get ready).
  • For those events where seeding is based on a timed qualification, riders withdrawing after qualifications and before the first heats are established will be replaced by the next fastest rider. Promptly report all withdrawals to the race secretary in the infield, Sallie Urffer.
  • All teams must have riders identified by noon on the previous day. Failure to check-in may result in your team being omitted from the start sheet and may have your start refused. All changes in the composition of team events must be made before the following deadlines:
  • Team Sprint: 1 hour before the start of competition
  • Team Pursuit: 2 hours before the start of competition

MEDALS:

When age groups are combined, medals will still be given for each five-year age group represented in the event.

EQUIPMENT:

Bicycle Check: In general, the regulations for bicycles are those of USA Cycling. Please refer to section 1I3-5 pg 26-27 – Bicycles, in the USA Cycling rulebook. Specific UCI regulations governing bike checks for saddles and handlebars will not be in effect.

NOTE: Riders wishing to have national records ratified must ensure their equipment complies with all UCI bicycle regulations before their event. The officials must do the complete measurement and verification.

EVENT CONDUCT:

  • Standing Start Procedures: All age groups will be hand-held. The starting procedure is as follows: once riders (both if two up) are signaled ready by the officials, a 15-second countdown will begin, a beep indicating ten seconds to go will be heard, beeps will then be heard at 5, 4, 3, 2, 1 and a final changed tone at the start of the race.
  • 500 Meter and Kilometer Time Trials, and Individual Pursuits, will be run as two-up heats.
  • Team Pursuit will be ridden as a final, with one team on the track at a time. (See also weather protocols.)
  • Team Sprint will be ridden as a two-up final.
  • Starts for the Team Pursuit and Team Sprint competitions: Riders shall start side-by-side with a spacing of 1 meter for Team Pursuits and an equally spaced 1.5 – 2 meters for Team Sprint.
  • If fields exceed track limits (36 riders) in the Points Race, Madison, or Scratch Race, heats will be conducted as needed. Distances of heats and finals will be published in the event schedule.
  • Points Race sprints will be every six laps.
  • Madison sprints occur every six laps. Note that the Madison rules have changed: (1) laps gained/lost are now handled the same as in a Points Race, and (2) points are doubled on the final sprint. If both riders suffer mishaps, the team is entitled to 3 free laps. Teams taking free laps cannot return to the track in the final kilometer.
  • Safety Zone: During all track events, except time trials, Individual Pursuit, and Team Pursuit, all support staff shall remain on the infield (off the safety zone and track). During time trials, Individual Pursuit and Team Pursuit, one coach per rider/team is permitted on the safety zone. Additionally, specific support staff may be permitted to access the safety zone (i.e., a mechanic after a crash) at the discretion of the Officials.
  • For mass start events, staging will occur at the top of the infield ramp, and then riders will roll to the start on the home straight.
  • Antidoping Testing will be conducted by USADA for this event per USADA regulations.
