USA Cycling Announces New Four-Year Strategic Plan Ahead of LA 2028 Olympic Games

The organization’s operational priorities and core values will guide the path to growing bike racing across America and pursuing Olympic and Paralympic success.

USA Cycling announced today the launch of its 2025-2028 strategic plan designed to guide the future of American cycling as the organization builds toward the LA 2028 Olympic and Paralympic Games. 

Earlier this year, USA Cycling staff, board members, and a broad set of key stakeholders worked together to define the future direction of our sport. The result was the new four-year strategic plan, finalized and approved by the Board of Directors in the summer of 2025. 

“This strategic plan reflects the collective voice of our members, officials, race directors, coaches, staff, and National Team athletes. Bringing these perspectives together marks a pivotal moment for our sport,” said Brendan Quirk, CEO of USA Cycling. “As we look ahead to LA 2028, our mission is to grow and strengthen bike racing nationwide while creating opportunities for every rider to reach their potential.”

As a nonprofit organization that receives no federal funding, USA Cycling is driven by a clear mission: to grow bike racing across America and pursue Olympic and Paralympic success. The vision is to be a nation where every bike racer has the opportunity to grow, compete, and win. 

USA Cycling will focus on four strategic priorities over the next four years:

  1. Enhance the Member Experience – Offering personalized membership options and elevating National Championships to deepen riders’ connection to the sport.
  2. Build a World-Class Athlete Development System – Creating seamless pathways, expanding opportunities, and investing in performance innovation to help athletes reach their full potential.
  3. Strengthen Racing Nationwide – Supporting event directors, local associations, and modernizing sanctioning to make racing more accessible and sustainable.
  4. Secure Sustained Growth and Impact – Expanding sponsorships, donor support, and storytelling to strengthen USA Cycling and grow participation nationwide.

To accomplish its goals, the team is guided by four core values:

  • Earned Excellence – Success comes from discipline, accountability, and doing the work on and off the bike.
  • Lead with Integrity – We act transparently and honor the trust placed in us.
  • Serve Our Sport – Together with clubs, coaches, commissaires, and race directors, we build a thriving community at every level.
  • Champion Every Rider – We are creating accessible pathways so every rider can reach their potential.

“The work toward LA 2028 is well underway,” added Quirk. “This plan provides a roadmap to build a stronger and more competitive future for American cycling. With the support of our members, partners, and the broader cycling community, we are confident in the path ahead.”

The first initiative members will experience is the launch of USA Cycling’s redesigned member portal, powered by Sport:80, a platform trusted by more than 20 U.S. Olympic National Governing Bodies. Included in this launch is an improved national rankings interface; a rider results dashboard with rivals, prey, and head-to-head race comparisons; and a dynamic upgrade tracker that automatically charts progress towards category advancements.

Also on deck is the continuation and expansion of Project 4:05, an award-winning technology and innovation initiative that transformed race strategy and athlete preparation heading into the Paris 2024 Olympic Games and helped secure the gold medal in Women’s Team Pursuit.

This marks just the beginning of a series of exciting projects USA Cycling will unveil in the months ahead.
